The Project
Harbour Point Gardens is a 124-unit garden-style apartment community on five acres at 138–188 Delaware Avenue in Troy, New York, in the Sycaway section of the city's east side, ten minutes from downtown Troy and Hudson Valley Community College and twenty from Albany. Two-story buildings hold one- and two-bedroom apartments of roughly 530 to 950 square feet, renovated with LVT flooring, stainless appliances and tiled baths, with on-site laundry in each building, a playground, secure bicycle storage and a pet-friendly policy. Rents include heat, hot water and cooking gas.
Prime Companies was engaged by ownership in 2025 to take over property management, bringing the community into Prime's Capital Region portfolio alongside its own owned assets. Prime Management now handles leasing, marketing, accounting, maintenance and resident services on site.
Built in 1960, the property is a workforce-housing asset in a stable neighborhood, and its addition reflects the third-party management business Prime has grown around turnarounds like The Ellsworth.
